Floor stand with Square Base - Downward adjustment

I'm wondering, and can't quite find, if the newer floor stand is designed to flex the camera downward. It moves freely up after loosening the adjustment screw, but stops when in line. I would like to have it angled slightly downward, but not sure if it can. I see documents showing up and down, but it might be for the
