Why can't I renew to a basic plan?

I am attempting to renew our insights plan. Whenever I attempt to buy the "gift" it will not let me complete the purchase. When I am ready to purchase I see the first attachment. And then once I click purchase it gives me the second message.

I've tried this process on different devices and multiple browsers. Please take my money...
