Wakes every 30-50 minutes

My 3.5 month old has never been able to fall asleep without a great deal of support, (bouncing, walking, shushing, nursing to sleep) and she cries and fights it every single time we try to put her to sleep, day or night. We’ve tried waiting for sleepy cues, adjusting routine, reducing supports, but are wondering if she’s just too young
