11 month old that has never slept through the night

we need to throw a Hail Mary! We have a preemie who is 9 months adjusted. We were hoping by now he would be sleeping through the night but nothing. We have tried everything but cry it out. It might be time to do it because we are just severely sleep deprived 😭
