Camera angle for floor stand

I have a Nanit pro camera with floor stand. I want to adjust the camera head angle. I loosened the knob as per instruction but I can only adjust it up or side to side. I am not able to adjust it down in order to get the camera perpendicular to the crib. Is this expected behavior? If not how
